Position Summary:

Develops, supports, and evaluates staff and activities to provide services responsive to the needs of the residents of Prescott visiting the Library; forms related policies; and plans and administers Library activities.

Distinguishing Characteristics:

This position has supervisory responsibilities. This position is expected to exercise independent judgment in the disposition of daily activities.

Essential Duties:

Supervises the Library staff, directly or through appropriate delegation, to provide excellent customer service.
Develops and implements tactical and strategic plans for the Library that align with City goals and priorities.
Prepares, justifies, and monitors budgets for Library Department.
Keeps up to date on library techniques, methods and procedures.
Prepares narrative and statistical reports for the City Manager, the Civic Enhancement Committee, and the State Library, as appropriate.
Participates in the recruitment and selection of professional Library personnel.
Develops and implements new policies and procedures to improve services.
Oversees the acquisition and disposal of physical and electronic Library items.
Oversees the acquisition and disposal of resources and equipment.
Oversees the maintenance of building and grounds.
Conducts performance reviews.
Counsels staff.
Plans and conducts Library meetings and workshops.
Oversees creation of community programs, exhibits, and events.
Utilizes media resources and services to promote Library offerings to the general public.
Maintains positive working relationship with the Friends of the Prescott Public Library and prepares and communicates funding requests to them to augment Library goals and services.
Serves as member of City Management Team.
Oversees outside fundraising activities and contributions.
Oversees the preparation of grant applications to obtain books, resources, equipment, and technology; reviews and approves records and reports related to grants.
Approves purchases of library materials and supplies.
Oversees development of special collections.
Works with the administration of the Yavapai County Library District on matters related to provision of public library services.
Cooperates and consults with other public library directors in Yavapai County on topics of mutual concern.
Serves on Steering Committee of Yavapai Library Network.
Performs other duties as assigned.
Qualifications:

Education and/or Experience:

Master's degree in Library Science; six (6) years full time supervisory/managerial level public library administration work; or any combination of training, certifications, or qualifying experience that provides the ability to successfully fulfill the essential knowledge, skills, and abilities to perform the essential functions of the position.

Licensing, Certification, and Other Requirements:

Possess a valid Arizona driver's license or obtain one within 30 days of hire.

Ability to manage the overall operation of a municipal library.
Ability to prepare management reports.
Ability to supervise, evaluate, train, and motivate employees.
Ability to plan, prioritize, direct, and manage a diverse number of community projects and events.
Ability to utilize public relations techniques in responding to inquiries and complaints.
Ability to establish and maintain effective working relationships with state/federal/local officials, elected officials, assigned staff, and City residents.
Ability to prepare, monitor, and administer budget.
Physical Demands And Working Conditions:

Most work is performed in a standard library environment.
Must be able to perform physically demanding duties involving repetitive standing, walking, reaching, bending, and stretching for long periods of time. Operate a variety of standard office equipment including a computer, laptop and/or tablet PC, telephone, e-reader, calculator, cash register, bar code reader and copy machines requiring continuous and repetitive arm, hand and eye movement.
Must be able to lift, carry, and/or push materials including full book carts, book bins, and lifting tubs weighing up to 35 pounds.
Clearly, concisely, and effectively communicate both in person and electronically as well as over the telephone.
Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
