**Position Profile**

The Telecom and Systems Analyst will be responsible for acquisition, installation, maintenance, troubleshooting and repair of all HOV telecommunication systems and voice network. Works with voice network carriers to resolve problems and maximize voice system availability. This role maintains, analyzes, troubleshoots, documents and repairs desktop systems, hardware, software, and peripherals. Supports and maintains incident tickets keeping user’s, management, peers, and the IS Service Desk apprised of activities.

**Responsibilities**

+ Oversees the daily operation of all voice communications systems.

+ Collaborating system upgrades, patches, and enhancements to ensure optimal performance and security.

+ Analyzes costs associated with the agency’s voice network and technologies and makes recommendations and implementation plans for future needs.

+ Provides internal customer service and support to staff.

+ Collaborating with cross-functional teams to integrate telecommunication systems with other IS infrastructure components.

+ Developing and maintaining documentation, including system configurations, procedures, and user guides.

+ Maintains desktop hardware and peripheral inventory with an attention to detail when maintaining asset records.

+ Provides technical assistance and support for incoming queries and issues related to computer systems, software, and hardware.

+ Maintains professional knowledge and enhances professional skills.

+ Adheres to high standards of personal and professional conduct.

+ Participates in after hours on-call support and weekend/holiday coverage responsibilities.

**Minimum Qualifications**

+ Bachelor’s degree preferred with emphasis in Engineering, Computer Science, Management Information Systems or equivalent experience.

+ Minimum 5-7+ years in Telecommunications Analyst or equivalent role coordinating technical activities.

+ Minimum 5+ years’ experience designing, developing and implementing voice technology solutions (preferably with Avaya products)

+ Minimum 5+ years creating and managing budges for Voice infrastructures.

+ Minimum three-year healthcare billing and collections experience.
